8/15/87-DES PLAINES, ILL.: Gov. James Thompson (C) surveys damage in severly flooded Des Plaines 8/15. Flash floods struck throughout the Chicago area 8/14 dumping a record 9.35 inches of rainfall in 12-hours. Thompson declared Cook and DuPage counties disaster areas. Along with other officials accompanying the govenor are Mayor John Sietz of Des Plaines (L) and Cook County Sheriff James O'Grady (R). UPI js/Matt Ferguson GRAD
